Catwoman and Harley have taken James Gordon to a cemetary. There, she discusses her bitterness at being sent to the Cinque Center; Gordon says he didn't want to send her there - he wanted her in prison. She asks if that would help her and he says no, but it would keep other people safe. As a cop, that's what he tries to do. Harley waltzes back in and sends Catwoman to rob a bank, and show the cameras a note demanding full pardons for the Cinque Center inmates or else Gordon dies. Oracle is understandably upset; Batman's now certain someone else is pulling the strings. A few minutes thought reveals who it has to be, and what she's up to, which leads Batman to Sarah Essen's grave. There he confronts both women, and tries to talk Catwoman down. But it's true that Harley listened to her and taught her about herself. And it's true that she made poorer choices as an orphan than Bruce Wayne did, but she also had worse opportunities. Finally, she decides no one will use her, and flees. Batman has no idea what she'll do next, but he saved his friend, which matters.
