Musician Jamal "Fluffy" Meeks has died, and the streets of Gotham's Tricorner throng with mourners. Speculation is he was killed by a drug gang, but the criminals at Gigo's Auto Repair know better; he died at their lot and they had him moved. The mayor calls Detective Marchak, known for his discretion, and instructs him to visit the musician's home and remove an envelope from the safe, then bring it to the mayor. Despite Marchak's using James Gordon's phone, he's overheard by Catwoman, who goes to the townhouse, gets in a fight with the detective, and recovers the envelope. Perusing the contents, she realizes the mayor has to do anything she wants! Meanwhile, at Fluffy's funeral, a mysterious man opens fire on the mourners - nine wounded and five dead. Catwoman calls the mayor and tells him, "Keep Gordon off my back, or else". The mayor orders Marchak to atone for his failure by getting Catwoman...
