A man is in police custody, being interrogated, and his story comes out. He is Dexter Garcia, and he sends children to South America escorted by a woman who pretends to be their mother. They ingest bags of cocaine and return. They're chained to a bed until they pass the bag. One such boy, Brendan Skinner, catches Holly Robinson's eye and she brings Selina Kyle into. Selina doesn't think Dexter is smart enough to hatch this scheme alone, so she looks into it. Brendan turns up, brain dead, a kilo bag of cocaine burst in his stomach; Selina's determined. Finally, after six days of surveillance Dexter's boss turns up, and makes Dexter strip to verify he's not wired. Around then Selina meets Slam Bradley, also surveilling Dexter as part of an investigation into some of Gotham's finest. Dexter's boss is Xavier Dylan, and he's a big contributer to the mayor's re-election fund! Selina decides to scare Dexter straight, and he takes it too far, murdering Xavier's driver and beating the man, then chaining him to a bed. He finishes his confession, and in another room, police Sergeant McNulty asks Xavier Dylan if he's heard enough! He has, and orders the police to dispose of Garcia. If Catwoman becomes too much of a problem, he'll deal with her personally...
