Events of the film take place in about 1950-1960 's. Businessman Bailey decided to make a big job . He built on an island in the North Pacific Ocean secret underground plant, which is sucking the air out of the earth's atmosphere , turning it into hard balls.
Bayley plans to create oxygen deficit and then to start selling fresh air, thus eventually becoming the master of the world...
It is based on the science fiction spy novel by Russian writer Alexander Belyaev.
