This is a SUPER-RARE 1989 "Marvel Comics on sale here" promo paper shopping bag, which was to be given out by comic shop owners to their customers. Measures about 11 3/4 by 8 1/4 inches. The blank white box in the lower right corner was designed by Marvel's merchandising department so retailers could ink-stamp their name and store address on the bag.
It's TWO-SIDED (of course). SIDE 1 features art by silver age artist JOHN ROMITA SR, and it shows Jazzy Johnny Romita's renditions of the Amazing Spider-man, the Punisher, the Incredible Hulk, Captain America, and the Silver Surfer. By the way, you can see one of the twin towers of the WTC/World Trade Center right behind Spiderman. SIDE 2 shows the Punisher (this time by Klaus Janson), Ghost Rider, and a character called "Destroyer".
