The events of the last issue have led Ghost Rider and Punisher to the warehouse where Flag-smasher has been supplying weapons to kids and street gangs. Flag-smasher plans to use the kids to rob Wall Street of its wealth and cause global anarchy. Punisher and Ghost Rider have other ideas.
