"The Silver Age" explains how Agamemno discovered the existence of the Justice League, contacted Kanjar Ro to learn more about them, and eventually developed his scheme to devise a super-weapon that would grant him the power to seize control of the galaxy. Those events are fully detailed in "Silver Age #1", "Silver Age 80-page Giant #1" and various "Silver Age" comics featuring heroes of that era.
