The Beetle armor was empty! Who was running it? Turns out Abner Jenkins was, remotely. It's all part of Gyrich and the Commission on Superhuman Activities' plans. They broke him out of prison to steal Omega-32 from Justin Hammer and wreck his labs! Using this, Hawkeye confronts Gyrich and secures a release from prison for Jenkins, in exchange for silence. He can't use the government's Beetle armor, but Ogre can devise something new... the Mach-2 armor! In the process of disguising him, Ogre also make a rather profound change to Jenkins' appearance. How will that affect his relationship with Songbird?
