The Thunderbolts attack Masada, headquarters of the V Battalion, to rescue one of their own - Atlas - and perhaps Dallas Riorden. There they run into the Penance Council, superhuman operatives of the Battalion. There is the usual battle, but the teams reconcile to deal with the threat of the Sandman. And just where is Dallas Riorden while all this is going on? Imprisoned by Crimson Cowl, that's where. But she has a plan...
