The Thunderbolts have discovered that Hawkeye lied about his meeting with the Commission on Superhuman Activities and they are not happy about it! They take Scourge, revealed to be Jack Monroe, formerly Nomad, and leave. In Virginia, Citizen V continues to train a new set of metahumans for the Commission. In Symkaria, the V Battalions investigates some of the same issues. MACH-2 is able to disrupt the nanoprobes he has discovered controlling Jack Monroe, and the T-Bolts and V Battalion learn through different means that their enemy is Henry Peter Gyrich, whose ultimate plan is to kill every superhuman on Earth!
