The trouble with Harry Smith (Humphrey Bogart) is that he does not know whom he can trust in Damascus. Supplying arms to Syrian rebels in 1925 is not healthy employment, and Emir Hassan (Onslow Stevens) is not a man to cross. Fighting the Emir is General LaSalle (Everett Sloane) of the French liberation forces. A terrorist explosion in a café throws Smith together with Violette (Marta Toren), who happens to be the mistress of another dangerous figure named Colonel Feroud (Lee J. Cobb). When Feroud discerns that Smith is after his mistress, he determines to shut down Smith’s gun-running operations and put him out of business permanently. Smith learns that mixing business and pleasure can prove deadly.
