Green Arrow is mugged on the street by someone using one of his own arrow shafts. He dons his garb and calls in Green Lantern, and the pair start tracking the drug ring. They soon find Speedy in the group, and use the insider information they assume he's gathered working undercover to start tracking the drugs to their source.
