The editors in bringing forth this edition, do so in the genuine belief that the state documents, communications and hiterto secret papers herein presented, offer: a) the clearest portrait yet drawn of the characters, mental processes and personalities of Chancellor Hitler and the men, who, with him, rule Germany today; b)the most comprehensive survey of Germany's treatment of Jews and other minorities within Germany, including conditions in concentration camps.

With the second portion of this book, the editors feel that, in presenting the reports of detached British observers, who, at the time they made them, had no other purpose but that of obtaining accurate information, they are helping to dissipate much of the confusion regarding conditions in Germany. So shocking were these revelations by diplomatic and consular agents in Germany and Austria, that the British Government stated they would not have been made public had not war broken out.
