Still wracked with guilt over not having stopped Tarantula from killing Blockbuster, Nightwing returns to Gotham to help out with the gang wars erupting all over the city. Batman clearly observes that something isn't right with Dick, but patiently waits for Dick to open up about it himself. But when Tarantula follows him, taking over the Latino Unified Gangs, it comes down to Nightwing's call as to whether or not Batman will allow her to remain in the city. With Nightwing's say-so, Tarantula joins Gotham's struggling alliance of defenders. In the Drake household, Jack is concerned that Tim will go back on his word and resume his activities as Robin. While staying home in the chaos is strange, though, Tim has no intention of going back on his word.
