Hush as invited supervillains into the East End as revenge. Now Selina tries to figure out who answered and what they'll do. She discovers various odd occurrences, but so far, no one has died. At a police station, detectives question a man named "Kellogg" - the former Smart Bomb. While they're briefly distracted he reaches the gauntlet of his suit, and the detectives are forced to kill him to save their own lives. And he was their only connection to the East End crime upsurge. A child named Benny, nearly frozen, is at Leslie's clinic. Catwoman discovers someone wearing blue goggles froze him, and he was speaking to a small time meth dealer, Benny Moore. The cops decide to put Sam Bradley into Smart Bomb's suit and send him undercover. Catwoman finds Moore and gets his confederate's location (a cold using villain she believes to be Mister Freeze). She gets to his location and discovers it's actually Captain Cold! He wants her to join those who plan to loot the East End. His friends wanted to kill her, but he spoke for her. Now, however, she has a choice to make: in or out? Given the likelihood of dying if she chooses badly, she decides she's in...
