Batman stops a street crime and finds a Durlan shapeshifter to be smuggling weapons; Batman deduces it is part of the alien invasion, and the weapons smuggling is part of setting up an advance base in Gotham; Batman traces the shipment back to a cigar manufacturer in Cuba; Batman arrives in Cuba, evades some Khund warriors but is spotted by Thanagarian Hawkmen; when they think they've drowned Batman and have their backs turned to him, Batman frees the Cubans working for the aliens, knocks the aliens out, and blows up the weapons factory.
