Due to a nefarious plot orchestrated by Chairface Chippendale... there has been no crime in The City in the weeks leading up to Christmas. He plans to drive the superheros mad by giving them nothing from which to draw satisfaction. But when the Tick decides that the only solution to the drop in crime is to throw a Christmas Pageant, it puts his plans at risk.
