7: Namor --or-- The Desperate Hour
The Sub-Mariner has erected a massive wall of water surrounding San Francisco. He has surrendered himself into the custody of the Order, to await being picked up by a more prestigious super-team (preferably the Fantastic Four.) Refusing to take the wall down, he plans to martyr himself as a prisoner of the US government to unite this people.
