Lord Recluse's Mu mystics have cast a spell that has disabled all super-powers and advanced technology within Paragon City. This effects the villains as well as the heroes. After the crash, things settle into a relative calm as citizens experience life without super-powered threats or guardians. But Manticore, archer of the Freedom Phalanx, wants to find out just what's happened, so he gathers up the remaining members of the Phalanx, and heads out to their base.
