Manticore continues the search for Statesman after all of the super-powers and advanced technology in Paragon City have failed. Following him are the remnants of the Freedom Phalanx, Sister Psyche (whose psychic powers can no longer ward off the mental presence of Aurora, a hero she once shared her conciousness with), Synapse (a former speedster with powers over electricity) and Positron (an irradiated man trapped in his containment armor, which is now leaking dangerously.) They confront Odysseus, leader of the Warriors, a street gang that takes its cues from classical literature, using swords and maces. Odysseus uses the last of his magic to point the way. Statesman has an idea of how to restore powers to Paragon City, but it won't be easy.
