Mayor Ma of Shenyang city during Qing dynasty steals the city funds from Lee Ha-wung who is transporting it and accuses Lee of the crime. Lee is imprisoned. When Jang Chun-wung who is military representative dispatched to Korea from the Qing dynasty hears the news, he returns to Shenyang. But as Defense Minister Han exchanges secret messages with Ma, Jang is put in danger constantly. Jang goes against Ma and his men to clear Lee of the crime.
