When Batman apprehends two police officers in the process of a daring robbery, both officers claim that they couldn't stop themselves. Digging deeper, detectives Allen and Montoya discover a rash of robberies all centered around police precincts, that they believe were conducted by officers. But can Batman and the GCPD discover the nature of this bizarre crime spree before the police department tears the city in half?
