Detective Comics, Vol. 1

While staking out the rooftop of Gotham Central, Sasha Bordeaux observes Detectives Montoya and Allen exit the building, put ski-masks over their faces, and depart to rob a nearby strip club. Following, she attempts to stop the robbery. Little does she know that the Detectives are under the direction of the Mad Hatter, as are many of the police in Gotham. Fortunately for Sasha, Batman is watching. But how is the Mad Hatter controlling these police officers without his usual hat-based technology?
