The Liberators, created by pooling resources of several overseas interests, are confident in their successful takeover of America. Cap and Thor are contained, Hawkeye is a prisoner subject to torture, Quicksilver and the Scarlet Witch fell in battle, Black Widow betrayed Iron Man, Fury is unconscious and missing an arm, and only the Wasp remains unaccounted for.
The Liberators are far too confident.
