The country mourns the death of Captain America. Sam Wilson, a close friend and ally of Steve's registers himself with the government so that he would be able to speak at the funeral, but none of the other New Avengers are able to surface to attend. But even as wakes are held and attended, and Sharon Carter mourns knowing that hers were the hands that ultimately killed Captain America, the Red Skulls plans continue without interruption. With Captain America out of the way, who can possibly stop him?
