As Sin and her Serpent Squad make preparations to spring Crossbones from S.H.I.E.L.D. custody, factions are manouvering. The Winter Soldier is looking for a way to either hurt the Red Skull's operations, or to make Tony Stark pay for the death of Steve Rogers. Nick Fury is at a loss for how to locate the Winter Soldier, so the Falcon and Sharon Carter decide to try and track down the Red Skull instead. And at this time, Tony receives a letter from the late Steve Rogers.
