The Headmaster Mind uses cardial batteries to siphon off the powers of the League so that when they use their powers, they inadvertently cause greater disasters than the ones they are trying to remedy. The United Nations places a temporary injunction against the League using their powers, forcing them to picket the UN building. They decide to stop the criminal using only their skills as opposed to their powers and, when they defeat the Headmaster Mind, they discover his batteries and petition the UN to remove the injunction, allowing them to continue as the JLA.
