Clark Kent is in court when an appeal is made for a corrupt youth, tainted by the lack of opportunity in the local slums. Clark overhears a conversation that leads him to Gimpy, the fence who is running small crimes that set up the youth. Soon, his other lackeys are in similar circumstances. Superman brings in the fence and takes down the slums with some unsuspecting help from the military.
