The Joker has a remarkable idea: he'll turn himself in to the police and confess to everything. He does, and is sentenced to death. His gang then steal his corpse, and apply a serum that returns him to life. Now a free man due to double jeopardy laws, he still plots crimes, but takes no active role in them to maintain the air of respectability.
