Batman heads to a northern police facility, at the invitation to join Commissioner Gordon (who, somehow, never actually appears at the facility.) There he meets a good and honest officer of the law who hates him with a passion. Before Batman is able to sort out the reasons for it, he is forced to help investigate another crime.
