An Atlantean is found dead by the ocean shore, mere feet from the ocean she just left. Batman investigates, and discovers that she was poisoned by gas dumped into the ocean by the U.S. military. Aquaman doesn't respond to a call for help, so Batman summons the rest of the JLA to investigate more completely.
