While discussing his growing doubts about his place in the Justice League, Green Arrow and Black Canary see what appears to be an explosion above a museum in Star City and investigate. At the same time aboard the satellite some members of the League are discussing Green Arrow's recent behaviour before hearing the emergency alarm and discovering that Arrow and Canary are in trouble. As the League races to them, the duo battle an old foe, the Star-Tsar whom Arrow believes to be Snapper Carr, but they are defeated before the League arrives. While being treated for his injuries, Arrow is enraged to see Carr arrive at the hospital and tries to attack him before the League stop him and allow Carr to explain that it was not him in the Star-Tsar costume but someone he works with named Rigel. The League investigate, trying to find the Tsar until both they and Arrow find him at the same time. While the League attempt to capture him, Arrow manages to do it by himself which cements his decision to leave the League.
