Protesting the foreign occupation of the nation of Jalib, a terrorist calling himself 'Vox' plans to detonate Wayne Tower on the eve that it hosts an international terrorism summit. Bruce attempts to help get those caught in the building to safety, but is unable to get away to change into Batman, leaving Robin to try to track and stop the terrorist.
