Someone sent out a letter to the heads of the most powerful criminal organizations in Gotham, organizing a meeting between them all. A misunderstanding when one man reached for a cigarette lighter lead to a mass of deaths leaving power vacuums in almost every syndicate in the city. Now, Gotham begins to tear itself apart as members of gangs fight among themselves, to determine new leadership... and as they move to avenge their fallen leaders by attacking their rivals, grabbing power and turf for themselves. And without a Robin, Batman and Batgirl are left trying to put out fires across all of Gotham City.
