Arthur, and his new friend Topo have escorted Cal Durham, the mayor of Sub Diego home through one of Dys' mysterious Hatches. But upon returning to the city of Sub Diego, they find it firmly in the grasp of Black Manta, one of the original Aquaman's oldest enemies. Upon learning that Manta is apparently operating out of old military facilities, Arthur and Cal decide to go investigate.
