Finally having learned that the gang war threatening to tear Gotham apart was caused when Spoiler attempted to put one of his contingency plans into action, Bruce knows the coming moves in this war game. The clearest path to victory is to unite all of the gangs in Gotham under Orpheus, the leader of the Hill... who is also secretly Batman's agent. But Bruce crosses the line when he locks Oracle out of her own equipment and uses it to seize control of Gotham's police.
Catwoman cares little for the overall war. She's got her hands full just trying to keep the East End relatively safe. Especially when Pistolera and Vicious decide to try carving a piece of it out for themselves. She's also concerned for Spoiler, who confided in her that this was all her fault.
Sephanie struggles to escape her bonds. She's the only one in Gotham who knows that Orpheus is dead, murdered by the Black Mask... who plans to use Batman's plans against him.
