Ryu travels to San Francisco to inform Ken of Master Goukens murder.
Meanwhile, Guile continues to investigate the disappearance of his friend Charlie. Guile is also informed that Shadaloo is investigating Ryu. Before he has a chance to find out why he is sent out to Chinatown to check out reports of Shadaloo activity. When he arrives he spots Ryu in the midst of the disturbance but is too occupied with the Shadaloo thugs to investigate Ryu's presence.
One of the thugs escapes Guile and his men but is stoped by a few well places kicks from Chun-Li in the final pages of the book.
