The realities and harsh wake up call to the United States with the attack on Pearl Harbor might not have happened if only the upper levels of the government had believed their limited intelligence resources. From the U. S. Government's view, the United States and Japan seem on the brink of working out their differences and averting war but intercepted transmissions from the Japanize show that they have no intention of stepping down. They are preparing for the attack on Pearl Harbor even as they pretend to be striving for peace.
