Detectives Driver and MacDonald have made a big break in a cold case. A High School baseball team were the victims of a bombing leaving only two survivors. And now, among the lost evidence, Josie Mac found one of the Mad Hatter's tags. But this isn't enough to solve the case... they need the case file, and it's nowhere to be found. The last detective to even look at it was Harvey Bullock.

Since leaving the police force, Bullock's crawled inside a bottle, but some of the cases he could never close still eat at him. While Driver won't let him be an active part of the investigation, the two compare notes but Harvey seems to be holding something back. While the Detectives travel to Arkham to interview Jervis Tetch, Bullock heads off in his own direction with the case.
