Superman learns that Kidtown is in financial trouble, and may be shut down. Not wanting to see the program to get kids out of the slums collapse, Superman decides to intervene, trying to raise $2 million to save them. The first half is easily raised, as that's what he earned from the oil scandal several months before. For the second half, he hires a boat and goes after sunken treasure, but his crew doesn't want to share.
